Tube of choice, I am using one by Anthony Guerra purchased from CILM which is now closed but you can still find him at CDO

Mask of choice

Ready to begin?
Awesome!

Open a new image 700 x 700 with a white background.

Open 7 (blue flower) and resize by 30 percent then again by 50 percent. Go to Adjust - Sharpen

Staying on the flower go to Effects - find the plugin MuRa's Meister - Go to Copies and use these settings:
Encircle
Number - 15
Shift X - 50
Shift Y - 50
Leave the rest of the setting on default.

You should have a "ring" or circle of flowers, copy and paste as a new layer on the new image.

Pick two colors from your tube, make a gradient out of them. Click inside your frame with the Magic Wand, go to Selections - Modify - Expand by 5.

Add a new layer below your frame layer, flood fill this layer with your gradient.

Now you should have a frame and a background. You can add any effects you would like to the background if desired. I used:
Effects - Texture Effects - Mosaic - Antique
Setting as follows:
Number of Columns - 75
Number of Rows - 75
Symmetric - Checked
Tile diffusion - 58
Grout width - 2
Grout diffusion - 48

Add a drop shadow to your frame now.

Copy and paste the tube as a new layer. Position to your liking, Erase anything that is out past the frame or you dont want showing, I allowed her head to overlap the top of the frame. Once you have the tube like you want it, apply a drop shadow.

Open 13 and resize by 30 percent and then again by 50 percent. Paste as a new layer on top of the frame on the left side. See my tag for reference if needed. Duplicate, flip and mirror.

Open 2 and resize by 30 percent and then again by 40 percent. Paste as a new layer above your background you made. You should be able to see them beside your tube. Once you have them where your happy apply a drop shadow. Duplicate and move down to the bottom of the tag, you want them to look like they are dangling. I then selected a small part and placed them in the center at the bottom. See my tag for reference if needed.

Open 29 and resize by 30 percent and then again by 50 percent, go to Adjust and sharpen. Free rotate left 20 degrees and paste as a new layer and position at the bottom near the white flower. Apply a drop shadow.

Open 16 and resize by 30 percent then again by 40 percent. Paste as a new layer and position at the left of your tag, apply a drop shadow. See my tag for reference. Duplicate and place on the right side.

Open 18 and resize by 30 percent and then again by 40 percent. Paste as a new layer and move under one of the flowers you just placed. Once happy apply a drop shadow. Duplicate and do the same with the remaining flower.

Duplicate the butterfly, resize by 70 percent, make sure that all layers is not checked. Position near the flowers you added with the leaves. Duplicate again and mirror, position on the other side. See my tag for reference if needed.

Add a layer above your white background. Make a gradient out of two different colors from the tube. Flood fill the layer above the white background. Apply the mask to this layer. Resize or position to your liking. Delete the mask layer. Merge group.
