Great!

Open new image 700 x 700 with a white background.

Open FrameTabbed, resize by 80 percent and paste as a new layer.

Click inside the large part of the frame, make sure you don't miss the small parts at the corners.
Go to Selections - Modify - Expand by 5.

Open a paper of choice, I used winter, resize or position to your liking, invert and hit delete on your keyboard, apply a drop shadow to the frame.

Click inside the small frame, go to Selections - Modify - Expand by 11.

Open a paper of choice, resize by 50 percent, position inside the small frame, invert and hit delete on your key board.

Open tube and paste as a new layer, position inside the small frame, I left the top of the hood overlap the frame. Delete anything that is out past the frame. Apply a small drop shadow to your tube.

Open BirdBath, resize by 50 percent, paste as a new layer. Position to the right of the small frame inside the large frame. See my tag for reference if needed. Apply a drop shadow.

Open Icecicles, resize by 50 percent and paste as a new layer, position behind all layers except the large frame background. Apply a drop shadow.

Open CardinalOnTwig, resize by 20 percent, paste as a new layer, position at the bottom left corner of the small frame. I erased part of the frame so the tail would show. Apply a small drop shadow.

Open SnowFlake, resize by 10 percent, paste wherever you like, apply a drop shadow, duplicate, place throughout your tag as many times as needed...LOL

Open Snowman, resize by 20 percent, paste near the middle of the large frame. Make sure your snowman is on the outside of this frame. Apply a drop shadow. See my tag for reference if needed.

Open SnowyPine, resize by 20 percent, paste as a new layer in front of the snowman, add a drop shadow. See my tag for reference if needed.

Open Bow, resize by 15 percent, paste as a new layer and position in the center of the two pine branches. Apply a drop shadow.

Open PineTwing, resize by 20 percent, paste as a new layer, position to the top right of the small frame, delete the part that is over top the small frame, see my tag for reference. Apply a drop shadow. Duplicate, mirror and place at the near the bottom right corner of the large frame. You may need to erase part of it. I also added another one on the left side of the small frame doing the same as mentioned here.

Open DarkBlueSnowFlakes paper or one of your choice, paste as a new layer above the white background. Apply the mask to this layer, merge group and lower opacity to 70 percent. Take your pick tool and "pick" at it until you have it where you like it.

Add copyrights and your name.

Crop, resize of desired.

Save as a PNG.

All done!
