Supplies Needed:
Tube of choice, I am using one of Aurthur Crow purchased from MPT (now Closed)
Scrap kit by Fantasy Dreams Designz
Mask of choice
Plugin muRa's Meister - Copies

This tag is fairly easy to make so let's take a crack at it.

Open a new image 700 x 700 with a white background. We will crop later.

Open element 17 and resize by 50 percent. Copy and paste as a new layer. Go to the plugins and find MuRa's Meister - Copies. Use these following settings:
Encircle
Circle
Tile Mode
Behind
Number - 14
Shift Y - 60
Shift X - 60
Rest are left on default
You now have the frame. If you dont have MuRa's Meister you can make a frame simply by placing bows in a circle until you have the frame.

Resize the frame by 90 percent. Apply a drop shadow.

Open a paper of choice for the background, I resized mine by 60 percent. Copy and paste as a new layer below the frame layer. Select your Freehand tool and draw a circle on top of the frame making sure not to stay off the background. Once you have your circle drawn out go to Selections - Invert and hit delete on your key board.

Open EL65, copy and paste as a new layer. Make sure this layer if below the background layer. position so some are out past the frame we made. Apply a drop shadow. Duplicate as many as needed to go around the frame. Now merge all of the glitter layers together. Copy and paste as a new layer, go to Image and rotate right. Now we are going to colorize them. Go to Adjust - Hue and Saturation - Colorize and use Hue - 54 and Saturation - 251.

Copy your tube and paste as a new layer inside the frame. Erase anything out past the frame. Apply a drop shadow.

Open EL13 and resize by 40 percent. Copy and paste as a new layer above the frame layer. Position in the lower left corner of the frame. Apply a drop shadow. See my tag for reference if needed.

Open EL43 and El44, resize both by 30 percent. Copy and paste the red one first. Position below the bow and candy canes. Apply a drop shadow. Place the green one a little offset from the red that we just added. Apply a drop shadow. See my tag for reference if needed.

Open EL62, copy and paste as a new layer. Move this layer below the bow and candy canes. Erase any of the ribbon that is out past the candy canes on the left side. Recolor ribbon using the same settings we used for the glitter. Apply a drop shadow.

Open EL12 and resize by 60 percent. Copy and paste as a new layer in the upper right hand corner of the frame. Apply a drop shadow.

Open EL64 and resize by 60 percent, mirror and paste as a new layer. Place behind the green bow we just added. Move this layer below the background layer. Apply a drop shadow.

Copy and paste a paper of choice, apply the mask to this layer. Delete the mask layer and merge group. Resize if needed.

Add any copyrights.

Add your name.

Crop, resize if desired.

Save as a PNG.
