Awesome!

Open a new image 700 x 700 with a white background. We will crop later.

Open Element 70 (frame) and resize by 80 percent. Copy and paste as a new layer.

Click inside the frame with the Magic Wand, go to Selections - Modify - Expand by 3.

Open a paper of choice and paste below the frame layer. Position to your liking, go to Selections - Invert, hit delete on your key board.

Copy and paste your tube as a new layer. Resize if needed. Erase anything that is out paste the frame. Apply a drop shadow.

Apply a drop shadow to the frame.

Open Element 74 (diamonds) and resize by 50 percent. Paste as a new layer. Position behind your tube inside the frame. Erase anything out past the frame. Apply a drop shadow.

Open Element 4 (flower) and resize by 50 percent. Paste as a new layer. Position at the bottom left of the frame. Apply a drop shadow. Duplicate and place this one on the right side of the frame. See my tag for reference if needed.

Open Element 2 (flower) and resize by 45 percent. Paste as a new layer. Position this flower next to the one we just added on the left side. Apply a drop shadow. Duplicate as move this one to the right side. See my tag for reference if needed.

Open Element 1 (flower) and resize by 50 percent. Paste as a new layer. Position this flower in the middle of the last two we just added. Apply a drop shadow. See my tag for reference if needed.

Open Element 53 (diamond doodle) and resize by 50 percent. Paste as a new layer. Position behind the flowers we just added. Apply a drop shadow. Duplicate and position higher. See my tag for reference if needed.

Duplicate Element 53 again, rotate left 25 degrees. Move this layer below the frame background. Position to your liking on the right side of the frame. Duplicate again, mirror. Now you should have the diamond doodle on both side of the frame. See my tag for reference if needed.

Open Element 26 (ribbon) and resize by 60 percent. Rotate right about 15 degrees. Paste as a new layer. Position at the bottom of the frame behind the flowers and diamond doodle. Apply a drop shadow.

Open Element 25 (ribbon) and resize by 40 percent. Paste as a new layer. Position on top of the ribbon we just added. Apply a drop shadow. See my tag for reference if needed.

Open Element 11 (butterfly) and resize by 30 percent then again by 70 percent. Rotate right about 15 degrees, sharpen. Paste as a new layer. Position at the top left of the frame. Apply a drop shadow.

Open Element 12 (butterfly) and resize by 30 percent and then again by 60 percent. Rotate left about 15 drgrees, sharpen. Position about in the middle of the frame on the right side of your frame. Apply a drop shadow.

Open Element 3 (flower) and resize by 40 percent. Paste as a new layer. Position at the top of the tag on top of the two diamond doodles. Apply a drop shadow. See my tag for reference if needed.

Duplicate Element 25 (ribbon) rotate left. Position on the left side under the frame. See my tag for reference if needed.

Open a paper of choice and paste as a new layer above the white background. Apply your mask. Delete mask layer and merge group. Resize if needed.

Add any copyrights.

Add your name.

Crop, resize if desired.

Save as a PNG.
