Supplies Needed:
Tube of choice, I am using one by Arthur Crowe found at his site here
Scrap kit Rock Star by Alika’s Scraps
AR315 Sparkle Burst 1 by AquaRebel315 Designz
MuRa’s Meister - Copies (optional)
Animation Shop (optional) only if animating tag

Open a new image 650 x 250 with a white background.

Select the white background, go to Selections - Select All - Float - Defloat.

Copy and paste as paper of choice above the white background. Go to Selections - Invert and hit delete on your keyboard, this will delete any extra paper.

Open the tube and paste as a new layer, go to Effects - Plugins - MuRa’s Meister - Copies - Wallpaper (Rotate). Here is the setting I used:
Random
Wraparound
Blend Mode
Number - 20
Shift X and Y - 50
The rest are default settings.
You may have to play around with the numbers until you have it where you like it.
Change this layer to Luminance (Legacy) and Opacity to about 40.

Open Element 58 (music notes), copy and paste as a new layer, position to your liking, Apply a drop shadow. Duplicate and merge the two note layers.

Open Element 51 (silver star), duplicate and resize one by 60 percent. Copy and paste as a new layer about in the center of the tag. Apply a drop shadow. Copy and paste the smaller star, place on the left hand side. Apply a drop shadow, duplicate, and place on the right hand side.

Copy and paste the tube as a new layer, place on the right hand side. Apply a drop shadow.

Open Element 34 (star trail), copy and paste as a new layer. Place somewhere on top of the tube. Apply a drop shadow.

Now we are going to add the frame, select the white background layer, go to Selections - Select All - Float - Defloat. Selections - Modify - Select Selection Borders and I used these settings:
Both Sides
Anti -alias - Checked
Border Width - 6

Add a new layer above all the others, I opened the paper and used Pattern to flood fill the frame, you can do this another way if you like.

Add any copyrights and your name.

Okay, we are going to animate this now…so if you like it the way it is, just save as a PNG.

Open Animation Shop, also open the Sparkle Burst by Aqua Rebel in Animation Shop.

Lets do this, in PSP close all layers except for the background and the tube we wallpapered. Copy MERGED, go to Animation Shop and paste as a new animation.

Copy the background for a total of 29 frames. Select the first frame and go to Edit - Select All. Also in Edit make sure Propagate Paste is selected, this will allow us to copy into all frames.

Select all the frames in the burst, now drag the first frame of the burst into the first frame of the tag. Check the animation, look good (you can go to View - Animation to see what it looks like so far)? Cool! I used a total of 3 for my tag, you can place them wherever you like. Once you have the burst how you like it head back to PSP.

Alright, now in PSP close off the bottom layers and open the rest of them up, the tube, elements, copyright, your name and so on. Copy MERGED, back to Animation Shop.

Copy and paste as a new animation. Make sure all layers are Selected in your tag, once they are drag the tube and frame layer into the first layer on the tag. Position so the frame in lined up. Have a look at the animation, looks great??? AWESOME!! Now save it as a .gif.

To make the small forum tag, just repeat the above steps in a smaller scale. I used 150 x 250 for the size.
