Open the template, duplicate and close the original. Delete the copyright and resize all layers by 90 percent. Resize the canvas by 700 x 700 and flood fill the background layer with white.

Select the layer Rounded Rectangle, go to Selections - Select All - Float - Defloat.

Copy and paste a paper of choice above the selected layer. Position to your liking, go to Selections - Invert and hit delete on the keyboard. Delete the template layer and apply a drop shadow.

Repeat the above steps for the remaining template layers.

Select the frame on the left hand side, copy and paste the tube as a new layer, resize so it fits to your liking inside the frame, move this layer below the frame and erase any of the tube outside the frame. Do this for the frame on the right hand side also, you may want to mirror one of the tubes.

Copy and paste the tube again, this time place in the center of the tag, resize if needed. Apply a drop shadow.

Open Rope 1, resize by 40 percent. Copy and paste as a new layer. Place in the top left hand corner. Apply a drop shadow. Move this layer down so its under the small rectangle and frame. See my tag if needed.

Open Barrel, resize by 15 percent. Copy and paste as a new layer. Place in from of the wheel and jail on the left hand side. Apply a drop shadow. Duplicate and place on the left hand side in front of the wheel. Duplicate once more and place in the middle of both barrels. See my tag if needed. Duplicate and do the same with the right hand side.

Open Cowboy Hat, mirror and resize by 30 percent. Open the Sheriff Badge Gold (Duplicate), resize one by 8 percent. Copy and paste the small star onto the hat. Place at the top and using the Pick tool, rotate it slightly so it looks like it was pinned there. Apply a drop shadow to the star, and copy Merged. Paste as a new layer. Place in the upper right hand corner. Apply a drop shadow.

Resize the other Badge by 30 percent. Rotate the badge some, copy and paste as a new layer. Place overlapping the frames on both sides, apply a drop shadow to both stars.

Open Wanted Poster 2, resize by 25 percent. Copy and paste the tube as a new layer. Resize the tube so it fits inside the square to your liking. Apply a drop shadow to the tube. Using the Selection tool, close off the tube and draw out a square on top if of the lines. Go to Selections - Invert and hit delete on the keyboard (make sure the tube is selected first). Open the tube up. Copy MEGERED and paste as a new layer. Place right below the words on the jail. Apply a drop shadow.

Add a new layer above the white background, flood fill with a gradient to match the tag. Apply  the mask to this layer. Delete the mask layer and merge group.

I added the words WILD WEST above the two frames and added You Feeling Lucky at the bottom, this is up to you.

Add any copyrights and your name. Crop, resize if desired. Save as a PG (close background first).

Awesome!

Open a new image 700 X 700 with a white background.

Open Frame2, resize by 90 percent and paste as a new layer, add a drop shadow.

We are going to make a gradient for the background for the frame, choose 2 colors from the frame, take your selection tool and draw out a retangle inside your frame. Make sure you have it big enough were none of the white background will show. Above your white layer add a new layer, flood fill your selection with your gradient.
I then applied Penta - Color Dot on the default settings.

Open Grass Flowers, resize by 70 percent, paste as a new layer and position to where you like it, delete anything that sticks out from the frame. Apply a drop shadow to this.

Copy and paste your tube as a new layer. I positioned mine so that the top of the hat is sticking out over top the frame. Once positioned duplicate and move this tube layer below the frame layer. On the duplicated layer go to Adjust -  Blur - Gaussian Blur - radius set at 3.00. Apply a light drop shadow to this layer. On your top tube layer delete anything that is showing on the bottom of the tube. See my tag for reference if needed.

Open wordart 3, resize by 70 percent, paste as a new layer, move this to the very top of your layers. Position at the bottom of the frame, see my tag for reference  if needed. Apply a drop shadow.

Open Flower6, resize by 40 then 70 percent. Paste as a new layer and move to the top left of the frame. See my tag for reference of needed. Apply drop shadow.

Open Flower4, resize by 40 then 60 percent. Paste as a new layer and move to the top left of the frame overlapping the brown flower. See my tag for reference if needed. Apply drop shadow.

Open Flower9, resize by 40 then 50 percent. Paste as a new layer and move to the top left of the frame overlapping the blue flower. See my tag for reference if needed. Apply drop shadow.

Open fence, resize by 70 percent, paste as a new layer and position below your tube layers but above your flower layer. Delete anything the shows past the frame layer. Apply a drop shadow.

Copy and paste paper6 above your white background layer, apply mask to this layer. I then took my pick tool and made it smaller until it was right around my frame. You can also resize if you don't have this. This is optional:
With my mask layer highlighted, I went to Effects, Textures, and used Mosaic Antique with these settings:
Grid Settings (both) 60
Symmetic checked
Tile Diffusion - 60
Grout Width - 2
Grout Diffusion - 50

Open star 3, resize by 30 percent and paste as a new layer, move to the bottom right of your frame, see my tag for reference if needed. Apply a drop shadow.

Open star 1, resize by 25 percent and paste as a new layer, move to the bottom right of your frame overlapping your blue one, see my tag for reference if needed. Apply a drop shadow.

Open sheriff, resize to your liking and paste as a new layer right above cowgirl to the left, free rotate 10.00 degrees to the left. Apply a drop shadow.

Open starswirl thats in my supplies and place above your mask layer around your tag. I selected a little star and pasted it on top of her hat.

Add copyright and name.

Crop and resize if needed.

Save as a PNG.
