Supplies Needed:
Tube of choice, I am using a FTU artist Lindsay Archer
My supplies (tubes) here
Penta.com - Dot and Cross
MuRa’s Meister - Copies
dsb flux - Bubbles
Animation of choice, I am using one done by Scrappy Bit Of Fun, you can choose one of your liking, she has MANY!
Animation Shop if animating

Open a new image 600 x 250 with a white background.

Add a new layer above the white background, select two colors from the tubes. Make a gradient of your choice, flood fill this layer.

Open the tube Shy Drat (Pretty_N_Pink), it will be a dragon. Resize by 80 percent. Paste as a new layer. Go to Effects and find the Plugin MuRa’s Meister - Copies, I used these settings:
Wallpaper (Rotate)
Random
Wraparound
Blend Mode
Number - 20
Shift X - 50
Shift Y - 50
Rest is left on default settings.

On the same layer, go to Effects - dsb flux and select Bubbles, the settings I used was all set on 50. Change the Blend Mode to Luminance (legacy).

Select the Preset Shape tool, find the rectangle. Draw out a rectangle of a good size near the bottom of the tag using the gradient you flood filled the background with. Convert to Raster layer, go to Effects - Penta.com - Dot and Cross, here is the settings I used on the rectangle:
Amount - 72
Cross Distance - 10
Cross Width - 2
Apply a drop shadow after you have applied the plugin.

Repeat the above steps two more times, only each time make the rectangle a little smaller than the last one.

Using a nice font of choice, type out the word BELIEVE across the top rectangle.

Copy and paste the fairy tube as a new layer. Place in the lower right hand side or to your liking depending on how you want it. Apply a drop shadow.

Now for the frame, pick a nice gradient of choice that will match the tag. Select the WHITE background layer, go to Selections - Select All - Float - Defloat. Back to Selections - Modify - Select Selection Borders, these are the settings I used:
Both Sides - Checked
Anti-Alias - Checked
Border Width - 5

Add a new layer above the others, flood fill this layer with the gradient. Go to Effects - Edge Effects and apply Enhance. Apply a drop shadow.

Add any copyrights and your name.

Onto Animation! Open Animation Shop. Also open the bling you are adding to the tag. If not save now!

In PSP, close these layers: fairy, frame, credits IF they are on top of the fairy.

You should have visible: the background, the gradient background, the rectangles, and the word art. Copy these layers MERGED.

Pull up Animation Shop, copy and paste as a new animation. Check the bling for the number of frames it contains, copy the tag so it has just as  many frames as a the bling.

Once you have done this, Select All frames in the tag, Select All frames in the bling. Make sure Propagate Paste is selected, you can find this under the Edit menu.

Making sure that you have the first frame in both selected drag the bling frame up into the tag, place to your liking. Check animation, like it? AWESOME!

Okay, back to PSP! Close off the layers we have open and open those we have closed…lol. Should have the fairy, frame and credits depending on where you placed them. Once they are open and the rest closed, copy MERGED.

Now back to Animation Shop, sorry if your getting dizzy! LOL… paste the frame and fairy as a new animation. Check to make sure all frames are selected in the tag, now drag the frame and fairy into the tag, again this should be the first frame in the tag. Look good??? Check out the animation, like it? GREAT!! Save as a .gif.

Your FINISHED!!! Whoop Whoop!! LOL.

To make the avatar do the same as you done for the tag. Only open an image 150 x 150.
