Supplies Needed:
Tube of choice, I am using Elias Chatzoudis found at PTE.
My supplies (background, word art and flag) here
MuRa’s Meister - copies (optional)
Animation Shop (if animating)
Firework animation (if animating) you can find some here, they are AWESOME!

Open new image 600 x 250 with a white background.

Copy and paste the background as a new layer.

Copy and paste the tube as a new layer, apply a drop shadow. Now go to the Plugins and select MuRa’s Meister - Copies:
Wall paper (rotate)
Random
Wraparound
Blend Mode
Number - 20
Shift X and Y - 30
You may play around with the settings to find something you like, this is totally up to you. I lowered the Opacity to around 30.

Copy and paste the flag included in my supplies as a new layer. Place in the upper left hand corner.

Using the Selection tool draw out a rectangle about in the center across the template. Add a new layer above the others and flood fill with red. Convert to Raster layer and apply a drop shadow. Reposition if needed.

Using the Selection tool again draw out another rectangle on top of the one we just done. Add a new layer above the red and flood fill with white. Convert to Raster layer and apply a drop shadow. Reposition if needed.

Merge the two layers we just made together. Reposition to your liking.

Copy and paste the word art included in my supplies as a new layer. Place on top of the two layers we merged in the center of the white strip. Merge with the red and white rectangles.

Copy and paste the tube as a new layer, place to your liking, resize if needed. Apply a drop shadow.

Made a gradient out of two colors from the tag.

Select the white background, go to Selections - Select All - Float - Defloat, back to Selections - Modify - Select Selection Borders and use 5.

Add a new layer above the others, flood fill with the gradient.

Select the white background, go to Selections - Select All - Float - Defloat, back to Selections - Modify - Select Selection Borders and use 7.

Add a new layer above the others, flood fill with white.  Apply a drop shadow and move this layer below the gradient. Merge the two layers together.

Add any copyrights and your name.

Open Animation Shop - if not animating save now as a PNG.

Close off the frame, and tube. Copy MERGED.

Pull up Animation Shop, copy and paste as a new animation. Check the fireworks for the number of frames it contains, copy the tag so it has just as  many frames as a the fireworks.

Once you have done this, Select All frames in the tag, Select All frames in the fireworks. Make sure Propagate Paste is selected, you can find this under the Edit menu.

Making sure that you have the first frame in both selected drag the fireworks frame up into the tag, place to your liking. Check animation, like it? AWESOME!

Okay, back to PSP! Close off the layers we have open and open those we have closed…lol. This should be the frame, and tube. Once they are open and the rest closed, copy MERGED.

Now back to Animation Shop, sorry if your getting dizzy! LOL… paste this as a new animation. Check to make sure all frames are selected in the tag, now drag the frame into the tag, again this should be the first frame in the tag. Look good??? Check out the animation, like it? GREAT!! Save as a .gif.

To make the small forum tag, just repeat the above steps in a smaller scale. I used 150 x 150 for the size.
