Supplies Needed:
Tube of choice, I am using Melissa Dawn found at CDO
Animation of choice - Scrappy Bit of Fun has a lot to choose from
My supplies (mask layer) here
Eye Candy 4000 - Gradient Glow - Dot and Cross
Animation Shop if animating

Open a new image 600 x 250 with a white background. 

Add a new layer above the white background, make a gradient out of two colors from the tube. Flood fill this layer with that gradient.

Copy and paste the mask included in my supplies as a new layer, you can change the color to match the tube if needed. 

Select the Preset Shape tool set on rectangle, with the background set to NULL and the Foreground set to a color from the tube draw out a rectangle from left to right, try to get as close to the edge as possible. Change to Raster and place so the top is just about in the center of the tag. Apply a gradient glow of your liking. 

Do the same thing as above again only this time draw the rectangle a little thinner and place at the top of the tag. Apply - Dot and Cross using the default settings.

Copy and paste the tube as a new layer, I placed mine on the left hand side but this is totally up to you. Duplicate the tube, go to Adjust - Blur - and I used 3.

Apply a drop shadow to the top tube and the two rectangles.

Now for the frame, pick a nice gradient of choice that will match the tag. Select the WHITE background layer, go to Selections - Select All - Float - Defloat. Back to Selections - Modify - Select Selection Borders, these are the settings I used:
Both Sides - Checked
Anti-Alias - Checked
Border Width - 5

Add a new layer above the others, flood fill this layer with the gradient. Go to Effects - Edge Effects and apply Enhance. Apply a drop shadow. 

Repeat the above steps only this time change Border Width to 7 and flood fill the new layer with white. Move this layer below the gradient layer and merge the two frame layers together.

Add any copyrights and your name. 

Open Animation Shop - if not animating save now as a PNG.

Close off the frame, tube layers and the bottom rectangle layer. Copy MERGED.

Pull up Animation Shop, copy and paste as a new animation. Check the bling for the number of frames it contains, copy the tag so it has just as  many frames as a the bling. 

Once you have done this, Select All frames in the tag, Select All frames in the bling. Make sure Propagate Paste is selected, you can find this under the Edit menu. 

Making sure that you have the first frame in both selected drag the bling frame up into the tag, place to your liking. Check animation, like it? AWESOME!

Okay, back to PSP! Close off the layers we have open and open those we have closed…lol. This should be the 2 tube layers and the bottom rectangle layer. Once they are open and the rest closed, copy MERGED. 

Now back to Animation Shop, sorry if your getting dizzy! LOL… paste the as a new animation. Check to make sure all frames are selected in the tag, now drag the frame and fairy into the tag, again this should be the first frame in the tag. Look good??? Check out the animation, like it? GREAT!! Save as a .gif. 

To make the small forum tag, just repeat the above steps in a smaller scale. I used 150 x 150 for the size.
