Supplies Needed:
Tube of choice, I am using Ismael Rac found here
Scrap kit Toxic Rawk by Creations by Sanie
MuRa’s Meister - Copies (optional)
dsb - Linear Transmission (optional)
My Supplies (frames and word art) here

Open a new image 600 x 250 with a white background.

Copy and paste a paper of choice as a new layer above the white background. Select the white background, go to Selections - Select All - Float - Defloat. Select the paper and go to Selections - Invert and hit delete on the keyboard. Now your paper is the same size as the word area.

Copy and paste the tube as a new layer, go to Effects - Plugins - MuRa’s Meister - Copies - Line
Here are the setting I used:
Number - 8
Shift X - 100
Shift Y - 0
Rest on default settings
Change the Blend Mode to Overlay.

Still on the tube layer go to Effects - Plugins - dsb - Linear Transmission
Here are the settings I used:
Slice Size - 7
Offset - 10
Blend - 50
Direction - Vertical

Open Glitter 1 and Glitter 2, copy and paste both as a new layer, placing to your liking, apply a drop shadow. Duplicate as many as you like.

Using the Selection tool draw out a rectangle from the left to the right, add a new layer above the tube layer. Flood fill with a gradient or color. Apply a nice drop shadow or gradient.

Open Ribbon 2, copy and paste as a new layer below the strip in the middle. Position to your liking, apply a drop shadow. Duplicate, mirror and flip.

Copy and paste the tube as a new layer, place in the center. Resize if needed. Apply a drop shadow.

Open Sparkle 1, copy and paste as a new layer. Place on the left hand side to your liking, duplicate again and place on top of the tube. Duplicate one more time and place on the right hand side.

Copy and paste the word art included in my supplies. Place inside the rectangle in the center of the tag, you can always add your own wording as well.

Copy and paste the large frame as a new layer above the others.

Add any copyrights and your name. Save as a PNG.

Thank you for trying one of my tutorials. I hope you had fun and wish to see ya again! I would love to see what you have created.

*NOTE for the avatar…I have included a small frame, open it and repeat the above steps in a smaller matter.
