Tube of choice, I am using Elias Chatzoudis found at PTE
Scrap kit One Moment in Time by Stef’s Scrapkits, you can buy this kit at Scrappin Dollars
Flash animation from Lovely
Animation Shop (if animating)
Mask of choice

Open a new image 700 x 700 with a white background.

Open ele 16, resize by 80 percent, rotate left. Copy and paste as a new layer. Using the Magic Wand click outside the frame, go to Selections - Modify - Expand my 22.

Copy and paste a paper of choice below the frame layer. Resize if desired and position to your liking. Go to Selections - Invert and hit delete on the keyboard.

Copy and paste a paper of choice above the white background, apply the mask to this layer, delete the mask layer and merge group. Resize if needed.

Open ele 42, copy and paste as a new layer above the mask layer. Place around the outside of the frame. Duplicate as many times as needed.

Open ele 48, resize by 15 percent. Copy and paste as a new layer, place on the right hand side where the frames meet. Apply a drop shadow. Duplicate and mirror, reposition on the left if needed.

Open ele 39, resize by 60 percent, rotate left. Copy and paste as a new layer. Place across the frame.

Copy and paste the tube as a new layer, place outside the frame, erase any of the tube that’s showing at the bottom. Apply a drop shadow.

Open ele 10, resize by 60 percent. Copy and paste as a new layer at the bottom of the frame. Place on the right hand side, flip. Apply a drop shadow. Duplicate, mirror and flip again, reposition on the left if needed.

Open and resize a couple of flowers. Copy and paste as a new layer at the bottom of the frame on top of the ribbon. Apply a drop shadow to all layers.

Open ele 32, resize by 15 percent, copy and paste as a new layer. Place below the flowers to your liking. Apply a drop shadow. Duplicate as many as you like.

Open ele 37, resize by 60 percent, copy and paste as a new layer. Place at the bottom of the frame below the flowers and ribbon.

Add any copyrights and your name. Crop, resize if desired.  Save as a PNG if not animating (close background first).

Onto Animation….

Open Animation Shop and the camera flash.

In PSP, copy all layers MERGED and go to Animation Shop. Copy and paste as a new animation. Check the camera flash for the number of frames it contains, copy the tag so it has just as many frames as a the flash.

Once you have done this, Select All frames in the tag, Select All frames in the flash. Make sure Propagate Paste is selected, you can find this under the Edit menu.

Making sure that you have the first frame in both selected drag the flash frame up into the tag, place to on top of the camera. Check animation, like it? AWESOME!

GREAT!! Save as a .gif.
