Supplies Needed:
Tube of choice, I am using Zindy Nielsen found here
Scrap kit Black Ice by Tasha’s Playground, you can purchase this at  SATC and PFD
Mask of choice
Animation Shop, if animating

Open a new image 700 x 700 with a white background.

Open Frame 4, resize by 80 percent. Copy and paste as a new layer. Select the Magic Wand and click inside the frame. Go to Selections - Modify - Expand by 2.

Copy and paste a paper of choice below the frame layer. Position to your liking, go to Selections - Invert and hit delete on the keyboard. Apply a drop shadow to the frame.

Copy and paste the tube as a new layer. Place inside the frame, erase any of the tube outside the frame. Apply a drop shadow.

Open Rose 2, duplicate. Resize one by 60 percent and the other by 50 percent. Copy and paste the larger rose as a new layer. Place at the bottom of the frame on the left hand side. Apply a drop shadow. Copy and paste the smaller rose as a new layer. Mirror and place on the top left hand side. Apply a drop shadow. Duplicate and mirror. Duplicate again and move down the frame. Duplicate and mirror.

Open Rose 1, duplicate. Resize one by 50 percent and the other by  60 percent. Copy and paste the larger rose as a  new layer. Place at the bottom across from the red rose. Apply a drop shadow. Copy and paste the smaller rose as a new layer. Place at the top in the left hand corner next to the red rose. Apply a drop shadow. Duplicate and mirror. Reposition if needed next to the red rose.

Open Crow, resize by 40 percent. Copy and paste as a new layer. Place on top of the red rose about half way down the frame. See my tag if needed. Apply a drop shadow. Duplicate and mirror. Place on top of the white rose at the bottom of the tag.

Open Winged Skull, resize by 50 percent. Open and paste as a new layer. Place in the center of the two roses at the bottom of the tag. Reposition the roses if needed. Apply a drop shadow.

Open Spider, resize by 60 percent. Copy and paste as a new layer. Place in the top left overlapping the skull. Apply a drop shadow.

Open Candle, copy and paste as a new layer, place behind the skull and roses. Apply a drop shadow.

Open Sparkle, copy and paste as a new layer, place to your liking over top the other layers.

Copy and paste a paper of choice above the white background layer. Apply the mask to this layer. Delete the mask layer and merge group. Resize if needed.

Add any copyrights and your name. Crop and resize if desired.

To Animate: if you are leaving it like it is, save as a PNG (close white background layer first).

Open Animation Shop.

In PSP find the candle layer, select it, duplicate it 4 times. You should have a total of 5 candle layers. Close off all candle layers but the top one. Select the Warp tool, select the Push mode, set the size to around 32, now take the Warp tool and “push” the candle flame until its how you like it. Once your happy with that move on to the next layer below it and “push” in the other direction. Repeat this with the other layers except for the one we duplicated, the original.

Close off all layers of the duplicated candle except of the original. Copy MERGED, in Animation Shop paste as a new animation.

Back to PSP, close that layer and open the top duplicated candle. The rest should be close this is the only candle layer open. Copy MERGED, and paste AFTER CURRENT FRAME. Copy the first frame and paste after the last frame we added. Now you should have 3 frames total.

Back to PSP, and close off the open candle and open the next one down. Copy MERGED, back to Animation Shop and paste AFTER CURRENT FRAME. Repeat this for the remaining candle layer. I changed the frame display time to 8 in the frames.

Check and see how it looks, like it? AWESOME!! Save as a .gif.
